About Us
The Pueblo County Sheriff's Office Emergency Services Bureau (ESB) is responsible for “all hazards” emergency management for Pueblo County. Its mission is to save lives and protect property.
“All hazards” include natural disasters such as-- severe thunderstorms, hail, tornadoes, flooding, winter storms, and earthquakes. It also includes man-made/ technological disasters like-- hazardous materials accidents, nuclear attacks, terrorist attacks, or civil disturbances.
ESB was formally created in January 1989. Prior to 1989 the department worked under the Civil Defense umbrella. Within the department, the responsibility for all hazards emergency management is split between the Office of Emergency Management and the Chemical Stockpile Emergency Preparedness Program. Staff from each of these areas cross train to support each other for any kind of disaster response and recovery in Pueblo County. more
Effective Emergency Management includes following four steps, or phases. The phases are: mitigation, preparedness, response and recovery. These four components of emergency management are interrelated, with action on one often calling for subsequent action on one or all of the other components.
MITIGATION: Any action taken to elimintate/reduce the degree of long-term risk to life and property.
PREPAREDNESS: Any activity taken prior to an emergency that enhances a coordinated response.
RESPONSE: Any action taken immediately before, during, or directly after an emergency occurs to save lives, minimize damage to property and speed recovery.
RECOVERY: Any short-term activity to return vital life-support systems to minimum operating standards, and/or any long-term activity designed to return life to normal or improved levels.
